Barbara B. Citarella, RN, BSN, MS, CHCE, CHS-V

President and CEO


Barbara Citarella is the founder of RBC Limited Healthcare and Management Consultants.  Barbara and her team of expert consultants have made the company a national leader in the home health and hospice industry in addition to disaster planning.


With over 25 years of experience, Barbara is internationally known for her expertise in the areas of infection control, leadership and disaster preparedness.  As the only recognized expert in the area of home care and hospice disaster planning, she specializes in emergency disaster planning, bioterrorism, health care development and operations.  She provides education to law enforcement and government agencies, health care providers, private sector, first responders, national and state associations in all aspects of disaster preparedness.


Barbara conducts mock disaster drills for various agencies and health departments nationwide and has participated on the NYS Bioterrorism Task Force in the subsection on education.  She has worked with over 15 state health departments in the area of biological, radiological and nuclear disaster planning.  Barbara was part of the Department of Homeland Security’s committee to rewrite the National Response Plan document and the DHS Disaster Preparedness Guidelines for people with special needs.  She has received the highest level (CHS-V) of certification in homeland security from the American Board for Certification in Homeland Security (ABCHS). 


Currently Barbara serves as the 2011 co-chair for the home care section of the Association for Professionals in Infection Control and Epidemiology, Inc (APIC) emergency preparedness committee.

Barbara was the conference coordinator for The National Pandemic Flu Conference and served as a pandemic expert panel member for the Centers for Disease Control and Prevention (CDC) and the American Medical Association (AMA).  She was the contributing member to the AHRQ’s document on “Home Health Care and the Pandemic Flu,” in 2008.  Most recently she participated in the CDC Pandemic Workshop for Primary Practitioners.


In addition to her Disaster Planning experience, Ms. Citarella has been instrumental in OASIS training nationwide since 1997.  She was the first to incorporate inter-rater reliability testing in the education process for the OASIS tool.  She has done research on the preliminary cost of OASIS to the home care industry and presented such findings to United States Congressional members. Barbara conducted numerous presentations on the Prospective Payment System for the home care and hospice industry and developed teaching tools to assist the industry.  Her clientele remain in the top 20% of the industry for quality initiatives.


She is the author of “The Ultimate Family Survival Guide” and oversees all OASIS, ICD-10 coding and audits for the home care and hospice industry that are conducted by RBC Limited.  Barbara maintains working partnerships with over 20 state home care associations and continues to develop and educate the industry on corporate compliance plans, workplace safety, infection control and emergency preparedness issues.  She is an internationally known speaker that has presented well over 200 keynote addresses and workshops annually.


 

Patricia (Trish) W. Tulloch, RN, BSN, MSN,

Senior Consultant

Trish Tulloch is a seasoned clinician and a certified coder with more than 30 years in healthcare industry, including twelve years in home health management and more than thirteen years in health care consulting.  Her diverse experience includes leadership roles in both Home Health and Hospice.   She currently consults with multiple health care organizations and agencies to meet regulatory and accrediting standards. 


Trish is a Registered Nurse with code credentials from the Board of Advanced Medical Coding and is a nationally recognized speaker who provides both clinical and administrative expertise to agencies across the country.  She has received rave reviews from conference attendees and is a frequent presenter sponsored by professional, state and national organizations. Trish has presented on education topics that include clinical and management best practices, OASIS-C and ICD-10-CM Coding, outcome achievement, legal documentation, survey and certification issues, and quality improvement initiatives.  She is often interviewed and quoted as an authority on OASIS and PPS.  A frequent presenter on national Webinars for industry related hot topics, providers and colleagues alike rely on Trish for up to date consultation and programs to support their success with dynamic industry changes. 


As a Senior Consultant with RBC Limited, she is responsible for the oversight RBC Limited’s Health Care Division, she collaborates with industry experts and attorneys for Corporate Compliance, Fact Finding, Fraud and Abuse and Regulatory Standards.  Her specialty in coding and OASIS education and training, utilizing RBC Limited’s Integrated OASIS Solutions methodology, reflects her unique skill set to promote industry best practices.


Trish is also the author of numerous industry related articles including Home Health PPS: A Critical Analysis published by the Remington Report, and By the Numbers: Using Blended Reports for Data Based Decision Making published by the National Association for Home Care Caring Magazine.
